8th Heaven by bicyclingrevolution 8th Heaven by bicyclingrevolution
This minimalist theme was inspired by Locus VS by sleepy608 [link] and is named after Windows 8 because I think people would be a lot happier with the design of Windows 8 if it looked like this. But hey, that's why we use Linux!
The pure white design pulls the focus off the theme and onto your work. All unnecessary gradients and lines are gone, leaving the barest hint of 3 dimensions for indicators.

Window Style: Bespin, preset included
Icons: Bespin
Window Deco: Bespin, with no gradient, Brick icons, and the title set to white (so you don't see it on focused windows--the autoshading shows it on unfocused windows though)
Plasma: Nitrogenium by thelonelyisland [link]
Font: URW Gothic, I think it's included with most Linux distros
Wallpaper: Apple's Retina wallpaper from Mountain Lion, super-high res included

Is this KDE only?

Most parts of the theme only work on KDE (the Plasma theme to change the appearance of the taskbars, the Window Decoration for the borders of the windows, and the Icon theme). However, you can use the Bespin style in other desktop environments (and even Windows and Mac), since it will theme Qt applications. To do that, you will need a way to change Qt themes (like QtConfig) and then install Bespin ([link]).
But unless you use KDE or Razor-qt (or another Qt-based desktop), KDE themes won't do much to theme your desktop.

Like your panel. What's name of widgets to show app running and it's menu (in screenshot is Dolphin)??

XBar. It comes with Bespin. It replaces the first menu item (usually File) with the name of the program.
